[TrunkCom] Indiana Safe-T and Ohio MARCS updates

Hi Tom, I was surprised when Michigan started to merge systems like
Detroit in there which has a lot of users, and even places here with
existing TRS's either upgraded the system or left the old analogue ones to
join the MPSCS.  What about in Cleveland will they ever upgrade to APCO-25
from VSELP?
