[TrunkCom] rebanding

The reconfiguration/frequency changes that should just be starting would be 
those licensees that have frequencies in the 851-854 range.  These need to 
move up into the 854-862 (I think) range to clear the 851-854 frequencies. 
Once that's complete, the licensees in the 866-869 range will be able to 
move down to their new frequencies.
