Yes, you're right, access has to be controlled. Free wheeling use of
private calls can be a strain on system capacity. Phone patches can be
controlled by the number of phone lines available. It really is a decision
of the system administrator, and the culture of the users. Some user
groups will tend to chat privately often with friends, usually useless
chatter, instead of doing real work. Other user groups are more
professional, and would only use these features when required, and usually
for business only. Of course, as you said, system usage can be monitored,
and the features can be turned off (by individual user if necessary) if
misused.

ight, and I am surprised at the number of users who get this access. On
our system in Grosse Pointe we were trained to do I-calls or in our case
private calls, but after a lengthy discussion we decided that it would b
best to not let anyone have that ability since people would just be
talking from person to person, and if we had phone patch capabilities i
doubt that they would be given out as freely on our system as they are on
others, and the Motorola rep who I knew who no longer is with the company
actually discourages that the private call and phone patch calls be given
to everyone because of over useage, but with a trunked system you always
have that paper trail.
