[TrunkCom] determining base and offsets for a VHF/UHFMotorolatrunking system

Sitting here SW of Toledo listening to the Milan FP TRS control channel on 
406.225 right now.  Only an S1, but I don't have an amp on the antenna I'm 
using.  About 50-55 miles away.
