[TrunkCom] new Detroit trunked system update and question

Itwas in trunked mode, and the new system going on line in Detroit is a
9600 BAUD system so status bits aren't going to matter it gets both clear
and encrypted stuff.  I'm unsure also as to when Wayne County will make
the move to this system, but rumor has it that they'll be joining this
system in the future, but they have decided to join MPSCS, and that this
subsystem may be extended to cover the entire county.
