A friend of mine spent several years in England while in the USAF. That
tax is what pays for the BBC, or did. Said tax, as I recall him telling
it, applied only to broadcast receivers.
If you've ever seen the comedy series "Mr. Bean" on HBO, one episode
deals with Mr. Bean's adventures trying to get his new TV set to work
and includes a few moments of him looking for the AC power plug and
trying to install it on the TV cord. It's hilarious (especially if you
know what it means), but unfortunately is one of those little bits of
business that doesn't translate well to other cultures, since it's
almost uniquely British. It's based on the fact that broadcast receivers
were sold without AC power plugs; to get a plug, you had to pay the tax.
I don't believe scanners and SW receivers were included in this but I
may be wrong.
