I do know that you had to pay a radio tax to the "Home Office," but I 
don't know if that was in recent years, but did apply many years ago in 
1970s.

Now that I can't confirm, but I do have a friend who is a police officer 
in the UK, I will ask him and see if he knows anything about this.  
However, I believe that Spain doesn't care for people to listen in on 
their police calls and if caught does carry some rather stiff fines.
