No, monitoring is or was quite popular in the UK before everything went 
digital.  I have a few scanner books from Tandy (Radio Shack) from the 
UK that talks about scanners and all the old band allocation plans from 
the early 1990s.  In fact, there use to be a few scanner clubs in the 
London area that would hold monthly meetings.  In reality, its no 
different there than it is in Australia when it comes to scanner laws, 
which is a dominion of the UK.
