When HK was a British colonial possession prior to returning under China 
control in 1997, there were no laws governing the monitoring of public 
safety or any other radio bands.  However, the Mainland Chinese 
government really frowns upon the idea of people listening to anything 
but regular broadcast bands like AM & FM.  Likewise, there have been 
people in the past, who have been jailed for bringing in a radios that 
were considered illegal and never received them back after they were 
confiscated.

I would call and talk with the local Chinese Consulate in your area or 
even call/write to their embassy in Washington, D.C. to see if there are 
any restrictions governing such radios in HK, since it is a "special 
district" of the Chinese government.
