[TrunkCom] improved receptionquality of the Detroit MPSCS subsystem

Hi everyone, over the last few days I have managed to get some monitoring
in with the Detroit PD subsystem of the MPSCS, and this afternoon they
were still having trouble with some microwave links, but training has gone
on, and I've been noticing that reception has been improving.  I don't
know when they'll start patching VHF and UHF freqs, but if anyone has this
information please let me and the group know, but at any rate, that has
been what has been new with the system, and I think that within the next
few months other city services will be moving.  I've heard some encrypted
stuff, so I don't know the extent of encryption that comes.
