[TrunkCom] partial encryption and if so how is this possible?

The BC296D figures out if the transimission is encrypted on both
conventional frequencies and on trunked systems monitored in conventional
mode, so for this scanner any control channel flag is either irrelevant or
not required. Unfortunately, the 296 does not choose to mute or skip the
encrypted stuff...it just tells you it is.
