No.

One can encrypt or otherwise intentionally obfuscate the control channel 
  so that only select radios can use it, but telling radios to go to the 
wrong channel would tell all radios to go to the wrong channel, system 
users included. Remember, scanners monitor the same data stream as 
commercial trunking radios.
