That wouldn't be a virus, it would be more like a change in protocol
concerning the data stream.

Well there are ways to stop people from listening:
ESK, ENCRYPTION, ESK & ENCRYPTION.
Since cell phones can get viruses from what I read, can radio scanners get
viruses too since the Control DATA tells the scanner what frequency to go to
couldn't it intentionally tell radio scanners to go to the wrong frequency
and or LCN?
