Acording to RR, Memphis is VSLEP & Analog but should
upgrade to P-25 in April or May 2005.  Interesting. 
Memphis Light, Gas, and Water have their own P-25
system but have talk groups on the Memphis system too.
As for Cleveland Ohio I read that should take place
when rebanding starts.  This is rebanding for Wave 4
states.

Somebody will correct me if I am wrong but the from
what I recall the Rebanding Treaty with the Dominion
Of Canada was already signed, I think.

As for the treaty with between the United States Of
America and the United States & Territories Of Mexico,
I am totally NOT sure of this.

Now even though Ohio technically is seperated by Lake
Eire from Ontario, I think that the border goes out to
the middle of the Lake and that is where the
International (Canadian-American) border is so I can
only guess that is why Ohio is in Wave 4.
