[TrunkCom] calls missed on both TRS and Uniden BC250D

I've been hearing an open carrier *unmodulated) on 39.9775 for years.  Best
I can determine, it comes from a system owned by the city of Ansonia, CT -
about 45 miles SSW of me.  Found this from the FCC's ULS system.   I am up
pretty high - and that carrier is just about 15khz above my town's PD.

Poking around the 800s.. I also find some constantly on carriers - but
pretty weak ones.  I'm up at 1000 msl - a few hundred feet above most of the
state -- so they may be coming from some distance away.  I do receive the
systems from 50+ miles away..
