Jeff,

As Clark stated, E-Trunker is a free DOS based program.
To get it to work with your 250D you would have to do
a discriminator tap modification and use a data slicer between the
radio and the computer to use the program. It will log talkgroups,
but it would require you to label them once it has logged them.
I cannot say whether it would work with a screen reader program.
It requires quite a bit of set up to get going with it.
