Basically and without getting too technical:
Neighbor sites are those adjacent to a specific site in the system. For
example, the neighbor sites for Beachwood would be Cleveland, Hopkins
Airport, Strongsville, Wickliffe, and so on. The control channel sends
out information on neighbor sites and the control channels in use at
those sites so radios know where to start looking if the site they're
currently on gets too noisy.
Affiliation is when a radio tells a site "here I am, and here's the
talkgroup I'm on," usually when the radio is first turned on, or changes
talkgroups. Transmissions to that talkgroup are thus routed to that site
as well as other sites that talkgroup may be affiliated with. When a
radio switches to another site it deafiiliates with the old site and
affiliates with the new site. That way transmissions follow the radio.
