 From talking with a friend of mine last weekend, this proposed TRS may 
end up being a "subsystem" of the Starcom 21 TRS.  St. Clair County 
decided they wanted complete handheld coverage; hence, the 10 sites 
across the entire county, which were planned out by the consulting firm 
they hired.  This will be an interesting system to monitor once it gets 
going.
