[TrunkCom] Clock now running on 800 MHz rebanding

Basically for 20K0F1E:

20K0 20.0Khz of bandwidth needed (the K is the decimal point)
F = FM Signal
1E = Digitized voice.

Most of the sites on the MPSCS here in Michigan are 8K0F1E, 8 Khz FM 
Digitized voice.
