[TrunkCom] Clock now running on 800 MHz rebanding

The 800 MHz rebanding order has just been published in the Federal 
Register. That means the clock is now running on the project.

According to what I learned at a rebanding conference a couple of weeks 
ago, the project is to be completed 3 years and 2 months after the R&O 
appears in the Federal Register.
