This is likely user error. The procedure on Page 78 of
the manual explains about "tuning" for best P25 audio.


I've noticed that some sites of one system (Ohio
MARCS, specifically) require different settings for
proper audio recovery. I don't know why this is so,
but it is; one would think that all sites would be set
up the same. The problem with this is that once you
have made a setting change for 800 MHz, it is a global
change for all 800 MHz P25 transmissions. 

Fortunately, MARCS in my area is a simulcast system
and I can hear just about everything throughout the
area.
