radio club in your area?

I have several questions and hope someone can give some assistance.
1st. Is there a program that can be down loaded or purchased that can be
     loaded on to my computer and then have it set up like a scanner?
     One that I can program frequencies in to or just scan to listen
     to local freq..

2nd. Is there any one out there who lives in / near Locust Grove or
     McDonough Ga.. who is a member of a Ham Radio group?
     (or is there a Ham group even Localy)

3rd. Does any one have the freq.. for the Henry County Ga.. Jail
     radios? If so can you please forward them to me.
