Actually, the true base of the second range would not be 162. It would
be a frequency somewhere between 163.3750 and 164.2250. You could just
use 164.2250 and offset 518.

A rule of OBT/freq defined systems is that no range starts or begins
within another. But hey, whatever works for you.
