Well, the same in Oakland County.  I am not in that county, but even if
they were to go APCO-25 which is what they had originally planned before
this they would be monitorable.  They didn't announce the Open Sky plan
until January of 2002, and then and now on the current Motorola type II
system things are very clear, with very little encryption.  It has taken
PA so long to move things to the system though you never know.  I thought
it was 1998 when they wanted to be all on the new system be it the
original Motorola Astro system or this one.  The only two systems they
ahve that are Open Sky that I know of is Oakland County, which is being
tested and this one we are talking about.  Other then county officials
talking, most people feel pretty negative about the new system.  Are there
an other Open Sky systems out there besides these two systems?
