[TrunkCom] narrow band EDACS 426.400 is back again

Well, I don't know, but Ron has posted about hearing this several times.
It is not very clear, and hasn't been at all, but what could be from
Canada that is using this frequency?  Has anyone heard any other EDACS
channels that are active?  This isn't rotating and only appears to come
with a band opening.  Right now the opering is to the south and west with
some things right across the boarder being herrd as well.
