Detroit FD is afraid of two things:

1.     If they switch to a digital TRS, their ISO rating will be lowered.

2.    The administration feels that with all the complaints filed by New York City
and Washington, D.C. on the quality of their systems; analog would be a better
solution for their communications needs and reduce the number of dead spots across
the city.

I do know that Detectives, Internal affairs and others will be encrypted, others
should remain in clear mode.
