Considering it's a standard the information on control channel
function is publicly available. There are standard control channel
messages that would allow any manufacturer's APCO-25 trunked compliant
radio to operate on the system regardless of the actual system's
vendor. Each vendor is allowed to further create data words specific
to their network but the most common actions of the system are
detailed in the standard.
