[TrunkCom] Columbus Metro Park District

As far as I know, The Columbus Metro Parks System uses the FCCA
(Franklin County Communications Authority) Public Safety System. I,
personally, have no clue as to what (if anything) they use the 453 MHz
frequencies for.
