They differ because they aren't PL tones. They serve a somewhat
similar purpose though. I'm not sure if they are digital or analog. If
a radio is given a channel grant but does not issue the correct tone
it is not allowed to pass audio over the voice channel and the channel
is dropped after a predefined time (usually 30 sec).

LTR and EDACS do not use connect tones.
