It is not confusing at all.  Someone read a radio and forwarded the
contents to the owner of the site.

It could have been somone in the radio shop, or a deputy with access to
Motorola software, or even something else.  This applies to both VSELP
and P-25 systems.  Since there is no P-25 scanner out yet, any detailed
talkgroup information from either type of digital system would have to
come from someone on the inside, so your suprise should not have been
limited to just VSELP systems.  You can also run Trunker on the systems
that use the 3600 baud control channel and log all of the talkgroups in
use, but without help you would not know what each talkgroup is.
