Well, in Michigan they are encrypting things on the  state wide system, but
they have no encrypted control channel.  I think that with Detroit's
system some dispatch will be encrypted on their new digital system,
because right now when they send someone to a narcotic  run the dispatcher
just asks the officer if he/she got the narcotics run over  the MDT
terminals which are on a very unreliable network that will probably be
upgraded when they go to 800 MHz.  The other thing to keep in mind is that
there could be other  agencies besides FHP that  have the  encrypted control
 channel.
