[TrunkCom] An E.D.A.C.S. T.R.S. question

[JERRY NONE]

In bank 9 ( 900 - 949 ), starting with channel 901 and
going to 
channel 907; I have programmed in the
http://www.riderta.com 
( Greater Cleveland Transit Authority ) Site 1 (
Schaaf Road ) per 
http://www.trunkedradio.net  .

I have no problems receiving al lthe communications
while they are switching and testing the new system.
( They used to use Motorola 452 - 453 U.H.F.
conventional radios. )

The problem with this is while my Pro-92B scans bank 9
for activity, it flashes a sign across the screen that
" All Channels Are Locked Out ".  Why would this be? 
I have NO PROBLEMS listening to the TRS 
or getting the Talk Groups.
