[TrunkCom] PA Statewide System.

Who knows.  They were supposed to have started with this four years
ago.  This is beginning to worry me, because Oakland County, Mi will be
getting the same Open Sky system for county wide, and who knows how long
it will take to errect.  Lots of people around Oakland County are really
worried about the new system for Oakland county that isn't APCO-25
complient.xycy
