No.  If an encrypted user starts talking on a talkgroup, the
non-encrypted user on the same talkgroup with hear nothing.  On Astro
systems, with the caller ID turned on in the radio, the non-encrypted
user will see the ID of the encrypted user on his radio display, but will
hear nothing.
