Hey Brian, do you think that Cleveland will upgrade to
IBME or keep their VSLEP TRS running for some time?  
Lets face it if http://www.uniden.com  or
http://www.radioshack.com, GRE or http://www.aor.com
will NOT make a VSLEP capable radio scanner or at
least a decoder card that you can interface with a
digital radio scanner then it is quite a good deal
that Cleveland and Nashville have cause only a few
people can afford a system radio that is set to
receive only.
Can a P-25 Radio Scanner have a flash card made so
that it can decode VSLEP?
