You can put the blame of the cost on that card directly at the feet of one 
firm:

DVSI (http://www.dvsi.com)

The codec used in P25 was developed by this company and they have to 
put it midly "draconian" licensing costs & procedures. Even developers have 
to sign NDA's, $100K licenseing fee, etc..

The last ** rumor ** was that DVSI wanted $7/radio for each radio sold that 
had the IMBE codec inside. So The reason for the card is a way to not pay 
that fee to DVSI on EVERY BC250D/785D.
