Gee I don't know, you'd have to ask them. I know what the dispatchers were
saying, telling everyone to limit traffic due to equpiment overheating. This
is not an everyday occurance, most times it's rather quiet. I know for a
fact that there was traffic not getting through because it was just nonstop,
all 5 channels all the time.

Who in their right mind would design a Public Safety radio system without
continuous
duty transmitters with appropriate cooling systems?
