[TrunkCom] New 800 Motorola trunked system in Portland OR?

Tonight while searching on my scanner and using the trunker program I found
a new Motorola Type 1? trunked system.  System ID of 1004 and frequencies of
855.0125
856.3125
857.3125
859.3125
854.8375
855.2875
855.5375
851.1125
It comes up on trunker as a Type 2 but no individual ID's are shown, so I am
assuming it is a Type 1 system.  I set my fleetmap as E1P8 since I didnt
know what else to try.  I am hearing several talkgroups on it, possibly some
AAA towing contractors and maybe some taxi or towncar
drivers at the airport.
201-1 taxi, airporter, towncar?
202-3 towing
Anyone else hear this or know anything about it.  I am surprised that
someone put up a new 800 system, especially an 8 channel one.  I thought
Nextel or City of Portland or WCCCA would have grabbed up all the 800
frequencies.  I checked the FCC database on all the freq's but couldnt come
up with much on that front as to who they belonged to.  Anyone else??????
