You are looking at the upper & lower 700 mhz band, The lower & Upper 700mhz Guard Band was auctioned off 2 yrs
ago.

The ARRL info has not been modified in 2 yrs according to the data at the bottom of  the page.
There will be some delay in deploying 700mhz band but as Project Greenhouse has proven it is possible to utilize
the band immediately
