Can't seem to get it to where you are talking about. Would like to.
Here is alittle link I found. It clearly states in the message
though, that 'It has not occurred yet'. Check this out:

Notice also in the page, that it also states that although the
auctioning of the bandwidth will occur later year Sept 2002. It also
states in its wording that the affected TV Stations can continue to
hold their Licenses (Above Ch52) for those Channels thru 2006. That
is the key here. The auction occurs by this Sept. But the stations
do not have to move til 2006. That is the key.
So it has not happened yet, and is not going to happen for quite
a long time from now. 4 more years.

There's another little important detail in that paragraph.
I did check out the first link you provided. And I was not aware of
that. And indeed, the ARRL is not yet updated on that info.
At least on the web site.
Your info on the first link may have sheaded alittle light into
alittle mystery for the St Louis City Police TRS system. Alittle
problem I've been having trying to figure out the frequency of the
new I-Mobile system being used for all MDTs in the City Pd. I
have tried numerous times to find the frequency, with no success.
Perhaps they are using the upper-allocation of the 700Mhz band.
I will try some further investigating into that matter.
