[TrunkCom] different type I fleet maps with same results

Good evening everyone. Earlier I managed to try a small experiment using
two fleet maps and a BC235 and 245 with the Detroit TRS that is type I,
but I have two separate fleet maps that are close, but not the same.  
	It was around 6:00 and I was mainly listening to DPD and some
civic center TGS, and in one radio I had B0 set to S-12
B2 set to S-8
B3 to S-5
B4 to S-7
B5 to S-11
B6 S-9
B7 S-10.  
The other older fleet map I had was almost the same, but B2 was S-9 and B5
is S-11.  
	I haven't had the chance to listen to all the fleets in all the
blocks, but I am assuming that one of the blocks, S-5 grew from S8 to S11,
and B2 may have shrunk from S9 to S8?  Also, with some of the sub fleets
in S-5 they are sharing in between divisions like housing, and the city
air port, and some PD sub fleets are all in fleet 500.  This doesn't seem
to make sense, because the older fleet map had everyone in their own
fleet.  Has anyone ran into this with other type I systems?  Any help
would be appreciated, and thanks in advance.
