Fwd: [TrunkCom] lapd encryption

Well, that is kind of bad for the PD to encrypt everything.  They need to
be able to operate with their neighbors, and I heard that a few months ago
they tested with an Earth quake/disaster drill, and I guess the system
didn't work well.
