They should work just fine, as long as the talkgroup(s) you want to
monitor are not encrypted. Fire Departments are usually pretty good
about not encrypting their regular operations, just certain sensitive
stuff. Many police departments, on the other hand, generally tend to be
a little less trusting of the public and encrypt more stuff, especially
after 9/11.
