[Tower-Speak] tower height

I am in the process of designing my tower site in suburbia
have check with local code enforcement and there is nothing limiting my 
tower except for the cost

1. where can I find out from the FAA how high I can go before I have to have 
it painted and lights on it

2. current plan for 72 feet above the ground and 6-8 feet in the ground
3. will be a crank up fold over
