[TNham] TN. PRB-1 in jeopardy

         In talking today with Joe Cate, Cleveland City Manager, we were 
informed
the Tennessee Municipal League is laying plans to oppose PRB-1.  For those not
familiar with TML,  they are the statewide voice for cities and have one of 
the strongest lobbies on capital hill.
         Mr. Cate said TML may seek to have provisions of the bill 
applicable only to
Cleveland,  far from its intended purpose.
         From what we were told,  the bill is scheduled for a vote next 
week in either committee or on the floor.
         Mr. Cate said  TML doesn't understand the bill or why it is
important to afford protection for antenna structures.  At this point, he 
doesn't know
what position he will take and could himself joint opposition forces.
         Now is the time to rally our forces to push this legislation 
through the legislature.
         Does our state government liasion, Mr. Byrd,  have any suggestions?
