To All:

The PRB-1 Bill has essentially died in the Tennessee House and Senate for
this session. This past Tuesday in the House sub-committee of Local
Government , HB2973 Failed for lack of a second. Representative Newton was
trying to get the basic language into the Bill as an amendment but did not
get it ready in time to present to the committee.

Senator Miller had placed the SB3058 on the Senate State and Local
Government Committee calendar for next week but will probably have to remove
it since the House Bill has failed.

Both Senator Miller and Representative Newton were trying to scramble and
keep the Bills alive by using the PRB-1 basic language after the resistance
proved to be strong. Both of these Legislators have worked very hard for the
Amateurs of Tennessee in trying to get the PRB-1 language recognized in
Tennessee and both have expressed a desire to help with this in the future
if needed.

The earliest that a new Bill can be filed is January of 2003.

I personally would like to say THANKS to all of the amateurs in Tennessee
that have contacted the Senators and Representatives in this endeavor.
