Rick:

Most countries allow amateur radio communications, even Afghanistan, but not 
all countries have the privileges we do. Some may not transmit in portions 
of the 40 meter band like we can.

The rule is not pointing to countries but to situations.

shall be limited to communications incidental to the purposes of the
amateur service and to remarks of a personal character.

I can not find a list of either Countries permitted or not permitted. I
would like to have on on hand. Any help is appreciated.
