[TMRA] part 97 help

Thanks. I had searched ARRL.org and could not find anything. That must be 
why.
I started looking when I heard Cuba (CO) on 20m. I did not want to anything 
wrong. ( Not one to follow the crowd )

I recently read, I think on arrl.org, that there are no restricted/not 

permitted countries currently.
