What am I missing here?

Measure the stem dimension at point A.  Measure the stem dimension at
point B.  Measure the axial distance between A & B.  Calculate the
taper.  Rough-forge a drift, file it to match that taper.  Drift a
hole in a convenient-sized piece of m/s and test the fit.  Drive drift
into test piece more or less deeply of modify drift slightly if
needed to get a fit.

And I'd just make the new handle from m/s.  By the time it rusted
unusably, I'd be over 90 and probably not much worried about it.
Maybe different for a young feller like you. ;-)
