Legs for a cut down 55gl drum or 15gl grease barrel fire "pit" are easy with
minimal tools: hand drill and screw driver, no welding.
Once you've decided on the length of the legs, 10" for instance buy 3 floor
flanges about $7ea +/- in that size and pipe 3 caps. Floor flanges are
intended to be screwed to the floor and accept common threaded pipe for
railings, banisters, etc. Just: screw, bolt, etc. three of them to the
bottom of the drum and screw the pipe nipples in, the caps eliminate even
the little scaring the pipe ends might do to the pavement.
Three legs for stability on almost any surface, four legs always seem to
rock.
Here's the Home Depot selection so you can see what I'm talking about. Plain
black cast iron you don't want galvy too close to fire, though it'd probably
be safe in an above ground fire pit as described. Link follows.

Years ago when my sons were in scouts. We had cut down 55 gallon barrels
with pipe legs welded to the sides.
There was about a foot ground clearance. These were for campouts where we
couldn't have ground fires.
The grass was unharmed under these portable campfires. I seriously doubt
with good ground clearance you would damage a parking lot surface. You could
even add some sand to the bottom of the barrel for some added heat
insulation. Keep it simple.
